At least on a milling machine I don't think they are in disagrement.
Facing a milling machine (as an operator would) +X is to the right,
+Y is back away from the operator, and +Z is up. Remember these are
all tool moves, not table moves. The 0,0,0 orgin is at the lower left
bottom of the part. For a CAD system view of X/Y this would be the
lower left corner of the screen. For a right handed orthogonal coord.
system, +Z must be up, outward from the screen. This +Z matches the
mill +Z tool motion as being up.
