There is a very nice design that was put together by Tom Kulaga and then
kitted by Dan Mauch (Camtronics). go to http://www.mcs.net/~kulaga/dro.html
to learn about the DRO and then go to http://www.seanet.com/~dmauch/ to
order the board either built or as a kit. For your encoders order them from
http://www.usdigital.com

No a mouse would not be suitable as you have nowhere near the required
resolution and all the gearing you would need to add would induce so much
play that the unit would be useless (unless you want to spend more on zero
backlash gearing than you would for proper encoders).

This project is based on using an old computer. You could build a
microcontroller unit, but if you just want to get it up and running quickly
go with the computer.
