Joe, go to http://www.wintopo.com and download the freeware version. It
does an excellent job of converting bitmaps (the freeware version is
limited to BMP format input files, but bitmaps are easy to convert).

There is also a WinTopo eGroup ( http://www.egroups.com/group/wintopo )
