Yes. There are typically two paths.
Internal to the power supply all grounds are referenced to
chassis/earth ground and via the mother board. Most, if not
all, of the screw holes used to mount the mother board have
grounded copper surrounding them allowing the screws
to ground the mother board to the chassis.
