Of course it never occurred to me to check it with a DMM. So, I just
checked two computers. One shows 8 millivolts between -5DC and the chassis.
The other shows 4 mV. With the power off I get 0 ohms from -5V to the
chassis on both computers. Then I checked a PC power supply not connected
to a motherboard. 0 ohms from black to frame.

So, I guess it is grounded at the power supply.
