Unless you plan to keep your partner waiting a long time (these
software projects turn into multi-year projects), I'd suggest
at least trying one of the existing hobbiest free or low cost programs,
some of which already read HPGL.

I've got a big list of programs and features on my Tutorial/FAQ
page at http://www.cncKITS.com Download a few of them and
you can be running by this afternoon! Some of them have source
code you can study, if you are determined to write your own.
