Static converters are nothing more than motor starters. The motor you
start them with becomes a rotary converter itself. I talked to someone
at Phase-matic about using the static to start an idler motor. You can
do this, but if the idler motor and machine tool motor draw enough
current, it'll switch the start capacitor back into the circuit and more
than likely fry it. To get around this, they recommended adding a switch
to isolate the leg that senses current from the idler motor once it's
running.
