we've had some good results on tougher materials using
inserted carbide drills ,a good stub cobalt will work but they
dont last long even at slow speeds
use LOTS of cutting oil and a heavy feed to get under the
work hardened material ,its gona squeel but dont you cant baby it
if you only have a few to run you could try step drilling it out to size
before boring
