I also uploaded the release notes (emc-30-Aug-1999.txt) and the
.aaa-.aad floppy-sized pieces. Thanks a megabyte to Tim for hosting
this.

We're still working on getting the web pages and FTP site accessible
through the firewall. It's taking a long time since there are 3499 other
NIST people with similar problems.
