Of course this is a _relic_ of the previous Microsoft OS
installation on that system. WTF is Microsoft the _only_ vendor who
sets their OSes up to have the RTC set to local time??? You should
_never_ set your RTC by local time. The RTC should _never_ be
changed from GMT (only changed for periodic corrections/accuracy).
The OS should off-set for the locale, both timezone _and_ daylight
savings. The RTC should *NOT* be changed for daylight savings!
This is how the non-Microsoft works, and has _always_ worked! With
that, this is my final "argument":
REAL WORLD ISSUE: In the real-time, Internet-connected, mobile
world, you should be changing the RTC everytime you change
timezones. Your OS should be changing its offset in software for
the new locale. ;-PPP
