Beaver turret miller

Hello,
I got some pictures through from the man selling the Beaver mill I was
talking about. The table and way, to me the total newbie, look in good
condition. On the picture I see a big breaker box I think on it's back that
has two cables running to the motor, on into the back of the spindle motor
and another into the belt's cover. Any clues as to what the extra one is
that is going into the belt cover? There is a vertical table transverse
motor already on but it's triple phase and it's belt is bust. The guy said
for him to work out the delivery I would need to sign that I understand it's
taken as is and is under my gaurd for health and safety before he can find
out. I'm really checking to see if this is true, why would he need my
signature just to ask the delivery to a certain address? I don't actually
want him to send it yet so I don't really understand that bit. If a few of
the honed CNC masters on here wouldn't mind I'd quite like you're opinion on
it from the pictures. It's marked belt for alter the head's position on the
360 about the base is either mucky or needs replacing, no big deal.
