I recently ran across a paper written by a few guys out of europe that
discusses the practical basis of writing a multisystem polymorphic
worm tagetable to a specific mission. After the mission is accomplished,
the worm disappears. They were able to build one after a couple of
months of effort. It has not been released; this was not a hacker effort.
Well, we don't think it was released :-)

On the other hand, it bolsters my conviction that folks who are
sufficiently good can do pretty much whatever they want. I would
expect that most intelligence agencies have tools like this in their
arsenal. You only see the worms and virii put out by amateurs and
vandals.
