I've posted a very quick and dirty sketch along side yours in the
photo's section. Not come out too clear so a quick description.
Get a piece of 5" x 3" channel about a foot long. You need four of
these. Then cut up a length of thick walled scrap steam pipe about 1"
in diameter so that they fit between the side webs. You need a total
of about 24. Then find a length of steel bar that fits inside the
pipe and cut this to the width of the channel, again you need the
same amount as the rollers. Cut a series of notches in the two edges
wih a hacksaw about every 2" so the steel bars sit in flush.
Then assemble the rollers on the bars and weld the bars to the
channel. When it's cooled squirt a drop of oil into the rollers.
Turn over and drill a 1/2" hole central and between rollers to accept
a pin or bolt so you can secure these via the corner mounting bolts
of your machine so you don't loose a skate when shifting the machine
That's it job done and you have a good set of rollers without a lot
of work.
I've made at least 10 sets this way and every time we go to move
machinery the customer ends up buying them off us. In fact we are on
a big machine move this month, Two laser cutters being moved out for
scrap, another being relocated and a new one being delivered on the
15th.

I took a look at those skates and they are way too big. No way
anything this long will manage a turn. They are far more complex than
needed.
