Sounds like you're after more than raster to vector. You could try
experimenting with an image processing program, such as Gimp:

It works pretty nicely, and the price is right. I used it to enhance the
contrast on an iron gate, and do an outline drawing of it. You'll have to dig
through the menus and experiment a bit--the help manual is the part that
isn't finished!
