Ah! The light dawns, Jon. I see you are referring to the swing rather than
the length capacity when to speak of a 15" lathe. 15 x 42 is a MUCH better
description of the size.
Your other explanations are also much clearer now, thanks.

Proper leveling is important on any lathe no matter what the size. A small
5 x 12 lathe can be twisted out of shape by bolting it to a flat which is
not flat and will then function poorly.
