If you're talking about "shared medium" Ethernet (either coax-based, or
twisted pair interconnected by "hubs"), then there is indeed a backoff
algorithm (known as Carrier Sense Multiple Access with Collision Detection,
or CSMA/CD) that controls access to the net where there are multiple
stations transmitting - I take it that this is what you mean by "purely
statistical". However:

- This really isn't significant at low network utilizations (the incidence
of collisions between competing transmitters is low); and
- This is simply not true if you are talking about "full duplex" Ethernet,
interconnected by "switches", in which case the CSMA/CD algorithm is just
not used at all.
