You may be able to download a program called WinImage that will
make an exact copy of the 5.25" disk onto a 3.5" disk. Use the format
and write disk option and it should format the 3.5 to the same specs
as the 5.25" disk and copy the disk in the process.

I had a 3.5" disk that was formatted to 1.6 meg to prevent copying.
I made working backups with this program.
