Right, I was wondering if this was what you really wanted to do.

If you can get "count up" and "count down" signals from the circuit,
then you want to make one key contact for each count pulse, on the
right key. Attaching reed relays across the key switches of the appropriate
keys will mostly do it. The computer may miss some pulses, however.
Another way is to use one of those keyswitch array controllers that
simulate a keyboard. There was even one that was specifically designed to
decode hand encoders and send the coordinates to the PC.
