HELP - EMC confusion

have a few questions about emc.

1.) can i run a stepper motor without feedback with freqmod.o or do i
have to use steppermod.o?

2.) the emc manual tries to explain a 'feedback error'. does this
error assume that there is feedback being generated by encoders or
resolvers or can somebody explain what this error is. how do you
detect such an error and how do you correct it.
