Yes, both of these modules can be used without encoders.

Do you mean "following error"? These programs, especially freqmod.o
simulate a servo in software, with encoder counts coming from the
simulation. If acceleration is too high, it will simulate the encoder not
keeping up with the commanded position, and a following error will
ocurr. You can turn up the "P" gain term, or turn down the acceleration
to a more reasonable value.
