You don't. You're looking at it wrong. "Rotational speed" (RPM) is not the important
thing, it is surface speed (SFPM). The optimum surface speed for a combination of
workpiece material and cutting tool material is often listed in tool catalogs, manufacturer's
literature, etc. You then have to calculate the RPM based on either cutter diameter
for milling-type work, or workpiece diameter for turning.

RPM = SFPM / (tool diameter * Pi ) * 12
