current limiting resistors??????????

I know this is going to be a hay day for a lot of you out there, but it baffles me me.......... IF I want to just limit current from a power supply, but not change the voltage, how would I go about to achieve this? The manual that suggest that current should not exceed a certain amount of amps, suggest using "current resistors" I though resistors also lowered voltage.
