The list discount for Vector is about 1/2 the normal price and is the
full commercial product without any restrictions or limits. The Dolphin
deal is about the same, but has restrictions compared to the commercial
license.
Not cheap, but with the time Vector has saved me I figure it has more
than paid for itself. Being able to have the g-code in 10 or 20 minutes
instead of the hours it would take to code the same thing by hand makes
the hobby far more enjoyable. I am sure that plenty of people will
disagree (my guess is it will correspond quite closely with their
ability to afford it), but I think a decent CAD/CAM program is a must
have if you want to pursue the hobby of making things. If the hobby that
interests you is G-code writing then you can live without it.
