The CAD side is free, also has a CAM package to go with it. Available
in Windows and Linux form.

Intellicad from http://www.cadopia.com
This is an Autocad clone that's better than Autocad in quite a few
ways. Quite a steep learning curve but not as bad as Vector. Once you
have learnt it thought at least it's industry standard.
Very good downloadable manual, also free.
