How basic do you want? Are you simply going to draw views strictly in
2D? If so, Vector will do, as will many other low end programs. If you
want to really model the frame in 3D, you need a real 3D CAD program.
Even the older DOS versions of Cadkey are easy to learn, and very fast
once you learn the function key shortcuts. Much faster than clicking
icons everywhere, takes longer to learn. Good news is, older versions of
CK can be found on eBay pretty cheap. Avoid the first Windows version.
If you want to do solids, I'd suggest CK99. Earlier Windows versions are
not all that good with solids.
Cadkey was designed from the ground up, V1.0, to be a 3D program, and I
think you will find it much more intuitive than most other 3D programs.
