This is an Insulation Displacement Connector (IDC) made by Amp. The
contacts have slots into which the wires are forced. The edges of
the slots cut through the insulation as the wire is pressed in. This
is usually done with a pistol-gripped tool called an IDC gun. When
you pull the trigger, a plunger (called an inserter) moves forward
and pushes the wire into the slot. When you release the trigger, a
pawl moves the connector to line up the next slot to be loaded. See

If you only have a few of these connectors to load you might get
away with using a screwdriver or similar item to push the wires into
the contacts.
