I think SOME of this is for safety control in production environments. The moving table can be loaded out in the open and then when running, it somewhat "moves" into a machining environment. Some of
these environments I have seen "closed" where they have plastic strips dropping down to both control/contain dust and cut noise levels. In that situation, The working part of the machine is out of
the realm of the passersby.

Other useable concepts are that some apply multiple "pallets" with moving tables.... Load one while the other is running.

For the Home builder, You just need to figure out what fits the area available and your needs. Other than that, either can be adequate to accomplish work as long as designed correctly.
