I see the P (proportional) term is already at 1000, that's good.
I see your DEFAULT_ACCELERATION and MAX_ACCELERATION
are set to 20.0 which is way too high in inch mode. (It may be too high
in mm mode to, depending on what it means there. 20 mm/sec/sec is
reasonable, but if it means 20 cm/sec/sec or 20 In/sec/sec, that is going
to be too much.
Turn down the jog speed to 5 IPM (or 25 mm/min) and see if things
work better. Once you have motors working, you will have to play with
the max_velocity and max_acceleration parameters to keep within the limits
of your drivers and motors.

When you get any fault, you have to click on the fault dialog box
(carr rtn seems to work, too) and then get out of estop again (F2).
