Take a look at the CAD module in the Dolphin CAD/CAM package,
this will allow you to dynamically draw a Curve (with or without
constraints) -
The curve being stored as a Spline Curve or a Series of Tangential Arcs.

If you wish to contact me offline I will give you details on how
to download the latest version or I can send you a CD.

I need a program that can draw freehand curves. I would prefer a
program that I can set some anchor points and then move the mouse to
alter the curvature of the connecting lines.

I am looking for something with a short learning curve, inexpensive,
and has the ability to export or save files in a format readable by
Vector so that I can create toolpaths from it.

What programs should I look for and what do they typically cost. I
need no advanced features.
