If you're looking to get into CNC on a budget consider the following:

1. CAD - Intellicad 2001 No Cost. Use it to generate a DXF file from your
drawing
2. ACEConverter - No Cost. Use it to generage G-Code from the DXF file that
Intellicad Generated
3. G-Code Interpreter - TurboCNC $20 if you're into DOS Use it to drive the
motors from the G-Code
(EMC is another alternative if you're into Linux, It's free, but will
most likely take more time to set up than TurboCNC)
If you want Windows 9x for the operating system on the computer that
drives the motors, try Master5 which I believe goes for around $100.

All of these will get you going, although you'll soon find that some of the
CAD/CAM programs like VectorCAD that allows you to both draw and generate
G-Code are a lot more powerful than the freebie stuff, and are well worth
their asking price!
