More traditional programs do not work from full 3-D drawings. In Vector (not
the NURBS version) you do most of your work from the top view. If you have a
section that you want to pocket you select the outline and then create the
pocketing tool path by selecting the desired pocketing function on the menu.
It will ask you the diameter of the cutter, the amount of step over per
pass, how deep the pocket is to be, and how deep to go per pass. From this
info it will generate the toolpaths within the selected area. Far from a
full explanation of the features and functions of pocketing in Vector, but
an overview of how you do it without drawing a full 3-D drawing.

My understanding of using the .dxf to G-code converters is that you have to
manually draw the toolpaths and that is what the utility converts to G-code.
