I think pub/emc was obsolete, and had very old (Jul 1999) files on it.
I think there is a move afoot
to move the EMC distribution to the www.linuxcnc.org site, but I just
looked, and it hasn't happened
yet. See http://www.linuxcnc.org/Cookbook/contents.html for what we
have in there now.

The loss of /pub/emc could be a temporary equipment problem or some
reconfiguration
of the servers at NIST.
