Do you remember those old fashioned drills the dentist had when you were
a kid?
Not the howler; the one with the belts that used to rattle your head off.
Many pantographs and engravers use a similar system with round belts.
They are set up exactly as you intend: fixed motor and moveable spindle.
Complex and expensive to make, but works well.
