  I doubt concrete has the density required to
damp the vibrations you will encounter.
I've seen lead used to damp vibrations in boring
bars.
You might some of the polymer based compounds that
they are building machines out of.
ITW Philadelphia has some interesting stuff on their
site.
They say it doesn't shrink and is not affected by heat.
I've seen some large creep feed grinder bases made entirely
from these materials
