Guys,
I saw such a piece of equipment, when I was having several million
dollars worth of equipment fabricated by a company in Aarhus, Denmark. The
design work was done in an office about 25 miles away, sent to the machine
which was totally unattended. The machine picked up a piece of 1/4" steel
plate, cut out the exterior shape, punched about 20 or 30 holes of various
sizes in the piece, and spit a finished part out of the back of the machine.
ALL TOTALLY UNATTENDED. It was awesome.

My vote would be to outsource the work to a fabrication shop with a
CNC punching machine. Those machines can punch your holes so fast
you wouldn't believe it. They rapid at 3000ipm and up.

If you were to build your own machine it would take some doing to
get a machine of 4x8 size to do "precisely drilled" holes. Besides
the accuracy issue, you'd grow old watching the thing slowly
traverse across your 4x8 sheets.
