Megger is actually a Trade Mark name for a High Voltage insulation tester.
Megger used to be hand cranked generators, models were available to test
insulation for leakage in the range 125V 250V 500V and I've seen a 1000V megger.
Yes, they can measure resistance in the range from a few 10's of K Ohms to many meg Ohms.
Today Insulation testers are battery driven and are still called Megger even if they are not !
Much like in the 50's and 60's Hammond Organ was synonymous with Electronic organ even
as Xerox is with copy machines to this day.
