Yes. When you do the POINT move, you are allowed to Pick from "feedrate"
or "Rapid", OR enter a specific rate. The fixed "feedrate" comes from
that "pt. feedrate linear" setting in the General box.

I almost always use the rapid any time I punch in an X-Y set of moves,
and if I am leary, I will grab the "feedrate" option if there is a Z
axis move. Once set, it stays Modal, remaining there during the whole
session.
