You could try this program I wrote. It's not exactly user friendly, but the
price is right...

P.S. This does relief engraving, not raster to vector conversion. For raster
to vector work you'll want to look at Rasterfratz. If he's paying attention
(like he should be) a guy named Fred Smith will chime in any minute now and
give you the URL, or you can google for it ;)
