The PLC is a proprietary VectorCad data definition used for importing geometry from external sources from either the clipboard, (Paste Special, PLC text), or through file-Open, file of type-ALL. The format is used to introduce customers to the concepts of the DDE, as it is nearly identical in format and methodology. The DDE is the dynamic data exchange server option that is used to interact with external programs. The DDE accesses most of the Vector commands directly without requiring sendkey interaction.

a point for example would be defined as
point(1.999,2.999,3.999);
Vector will either paste geometry from the clipboard or File-Open/File-Merge data in this form as geometry in the Vector Cad workspace. There is becomes available for logical and sequential selection, splining, conversion to Nurbs curves and surfaces, etc.
Here is a link to a tutorial that uses excel to calculate and format data points along a parabola for use in creating a parabolic mirror.

We recently had some discussion of techniques to handle point cloud data on the Vector support forum.

$20 Accutrans is discussed in that conversation too.
