More than likely, your router has some sort of
solid state stuff in it like, speed control or
soft start or???
The Solid State Relay is seeing this very light
load as an open.
(the holding current is just not enough)
Dink around with some resistors in parallel with
the router, and find a value that will meet the
minimum current load.
Probably a rather low current level is all that
is required.
Or get on the manufactors web for the SSR and
lookup the minimum load level, to compute the
desired resistor.
