I can only speak from memory of the power supplies built while I worked
there ( 89 - 98 ) Sorry but I don't remember all the part numbers anymore.
If it's a SystemPro or Deskpro power supply it most likely has a
differential shut down circuit that if for example the +5 lines are pulling
current but +12 isn't, it knows there is a problem and shuts down. If it's
one of the Presario class ( cheaper ) computers or even a more recent ( 99
and later ) system then that's not the likely cause.
It may also be that you are grounding the power good signal which will cause
it to shut down. Power good is a logic signal to the system board that the
supply's voltages are up and ready but wasn't grounded on the system board
side. In fact, grounding the power good signal is how we used to reset our
development boards since Compaq never had reset switches.
If it's one of the later supplies it "should" be more like an off the shelf
generic supply. You most likely will have to put a load on the 3.3 lines as
well.
