It GENERALLY is, but if the assembly-station of your PC was in Basrah,
perhaps not! Haven't you a DC volmeter, preferably a DVM??? ALWAYS connect
the BLACK first, then check polarities and voltages, and, if the red IS +5,
then connect it after turning power OFF. It will NOT hurt the voltmeter if
your have the voltmeter connected to -5 or even +12, as long as you don't
leave it connected long. That can save some expensive equipment! Spock will
tell you, "It's only logical ! ! !"
