Is it an AT power supply or an ATX power supply? The ATX power supplys
also require connecting the green wire on the big connector to a black wire.

Most modern power supplies do not require a load, but almost
all of the AT power supplies require a 5v load on them to run. Usually if
you
hook up an old hard drive, that will be enough load. There are guides
on that around too, but I don't know where.
