This is the conclusion I was starting to come to as well. I've been
sitting here thinking about the situation since I sent the previous
email.
Before any of this goes back together, I'll be bench testing with some
known good (read new) motors.

Any tests that can be done? I have another motor I can throw in but
since these are surplus, there's no telling what may be wrong with
them. It may be time to bite the wallet and get new motors.
