You can reform them by applying the rated voltage through a 25-30k, 5
watt resistor.
The voltage across the resistor should drop to 5-10% of the applied
voltage in an hour or less.
When you are done the cap. will be charged to the applied voltage, put
a resistor across the termanals to discharge it.
