-To reformat a cap. apply a low DC voltage (ie. 1-10) and let it
run for a day (24 hr.) You may need to have a current limiter,
depending on you power supply, I find that a 12 or 6 volt batter
charger works well if set on 2 amp. After this, and if the charger
does not cycle out on OL. increase the voltage using a varible DC
power supply to the rated voltage. To test the cap. Charge it up to
a known voltage, use a known resistor and measue the discharge time
to get the time constant..
If, it looks shorted you may try the ni-cad method of a low voltage,
high currrent to break the bridge. Be carfull..
