Probably. The cutting tool. One shot can be as primitive as a squirt from an
old oil can, before engaging.

A mister is just that; it collects heat and carries it away. To my knowledge,
its a relatively new technique. When I ran a gang drill for John Deer Plow and
Planter Works, the drill was pretty old, and used flood type cooling. This was
mostly for drilling a large number of holes in one shot in I-beams to be used as
side frames in farm/off road equipment. I was told that the coolent/lube
pouring out of various nozzles onto the drill bits, was mostly dish washing
liquid. I don't know what else may have been in it, but it looked like
slightly dirty milk. For some setups, coolent and lube are one and the same,
and for others, you want to seperate them out from each other before re-use.
That was back in the early '70's, so, "relatively new", means somewhere between
then and now.
