For 5v the wires are red, 12V the wires are yellow, earth is black

If it is a new ATX type power supply (20 pin molex connector) you have to bring the PSU_ON line (green) to earth, this will switch it on. The 5v you are using is probably the STANDBY line (purple wire) which is max 10mA rated. Check on this site http://www.hardwarebook.net/connector/power/atxpower.html . One note of caution, the computer PSU units are dc with high currents and are lethal.
