How complicated do you want?

I don't know of anything you could just buy.

Did you just pick the "PIC" name out as a probable
solution, 'cause all sorts of new products use them,
or do you have any experience using them?

If the latter, look into the logic required to read a quadrature
input and deduce a position.

It is not that complex, and would be a good job for a PIC.

The only question I would have is if a given model would be up
to the math required.
Not that complicated, but floating point would probably
be required to give decent results.

So, back to the previous question, if you can program a PIC, it
may be a rather easy task, if not, you'll have to wait for
somone else to do it.

Maybe someone ELSE has seen a product.

The easiest thing to do would be to base it on the PC products
to leverage the experience on the sensor side.

In the end, it has a TTL level input to the PC, you can
take it from there in the PIC.
