Running a laser cutter is a bit different from other
cutting tools. Since brand and type are not mentioned,
here some general rules.

Laser on/off should be applied after up-ramp and before
down-ramp of the spindle drive.
The energy distribution is higher in the ramping phase
because your workpiece is moving slower, this would give you
an irregular cut.
Options are to have a programmable pulse/power, however
energy changes in the laser are slower than the response
time of your table.

Optimum solution is to have a signal from the motor drive that
indicates the full speed (ramping completed), this signal
is wired in serie with your shutter control.

Cutting shapes requires that your motor control maintains
constant speed in every angle.
Cutting/routing with a mill has little side effects on the workpiece,
once the material is gone there is no further change,with a laser
however there will still be an induction of energie in the border
zone of the beam radius, laserbeams have a hotspot and rings of
lesser energie. These lesser rings do not take influence in normal
cutting speed, but might change shape/consitancy of your workpiece
in slower movement of the workpiece.
